Local improvement proposal
122A local government may make a by-law proposing a local improvement
(a)
on its own initiative, if the council considers it to be necessary or beneficial to part of the local government, or
(b)
after being petitioned by at least two-thirds of the owners whose real property would benefit from the local improvement.
